ISO 42001 is the world's first international standard for AI management systems and with EU AI Act enforcement ramping up in 2026, it is fast becoming the benchmark for demonstrating credible AI governance. This post explains what ISO 42001 covers, how it differs from other frameworks and what organisations need to do to prepare.

Most AI governance conversations in Australia reference the EU AI Act, the NIST AI Risk Management Framework or OWASP controls. ISO 42001 tends to get less attention. That is about to change.

Published in December 2023, ISO/IEC 42001:2023 is the world's first international standard specifically for AI management systems. It provides a structured, certifiable framework for governing the development, deployment and operation of AI systems across an organisation. And as regulatory scrutiny of enterprise AI intensifies in 2026, ISO 42001 is rapidly becoming the benchmark organisations are measured against.

What ISO 42001 Actually Is

ISO 42001 follows the same high-level structure as ISO 27001 (information security) and ISO 9001 (quality management). If your organisation already operates under those frameworks, ISO 42001 will feel familiar. It establishes requirements for an AI Management System (AIMS); a documented, auditable approach to how your organisation identifies, assesses and manages AI-related risks across the full AI lifecycle.

The standard covers:

  • Leadership accountability and AI governance roles
  • Risk and impact assessment for AI systems
  • Responsible AI objectives and performance measurement
  • Supplier and third-party AI oversight
  • Continual improvement of AI governance practices

Importantly, ISO 42001 is not prescriptive about specific AI technologies or use cases. It is a management system standard meaning it governs how you govern AI, not what AI you build.

Why 2026 Is the Inflection Point

Several forces are converging to make ISO 42001 relevant right now.

First, the EU AI Act is in full implementation. Organisations operating in or selling into the EU are actively seeking certifiable evidence of AI governance maturity. ISO 42001 provides that evidence. The European Commission has signalled that conformance with ISO 42001 will be considered relevant to demonstrating compliance with the Act's high-risk AI requirements.

Second, Australian regulators are moving. The Australian Government's interim response to the Safe and Responsible AI consultation paper and guidance from regulators including APRA, ASIC and the OAIC are increasingly referencing international standards as benchmarks for enterprise AI governance. ISO 42001 gives Australian organisations a globally recognised reference point.

Third, enterprise procurement is changing. Major organisations particularly in financial services, health and government are beginning to include AI governance standards in supplier due diligence and contract requirements. ISO 42001 certification is becoming a commercial differentiator.

How ISO 42001 Compares to Other Frameworks

Understanding where ISO 42001 sits relative to other frameworks helps organisations decide how to sequence their governance work.

The NIST AI RMF is a voluntary framework that provides guidance on mapping, measuring, managing and governing AI risk. It is comprehensive and widely referenced in the United States but is not certifiable. ISO 42001 is certifiable and internationally recognised, making it more relevant for organisations seeking third-party assurance or operating across jurisdictions.

The EU AI Act is legislation, not a standard. ISO 42001 is one of the tools that can help demonstrate compliance with the Act, particularly for high-risk AI systems. The two are complementary.

OWASP Top 10 for LLMs and similar technical guidance address specific vulnerability categories. ISO 42001 sits at the management system level, it governs the processes and accountability structures that sit above individual technical controls.

What Certification Actually Involves

ISO 42001 certification follows a familiar path for organisations already certified to other ISO standards. An accredited certification body conducts a two-stage audit: a documentation review followed by an on-site assessment of how the management system operates in practice. Certification is then maintained through annual surveillance audits and full recertification every three years.

For organisations without prior ISO certification experience, the process typically takes six to twelve months depending on organisational size and existing governance maturity. For those already operating under ISO 27001, the timeline is often shorter given the structural similarities.

The certification itself is issued to the organisation's AI Management System, not to individual AI systems or products. This means it provides enterprise-wide assurance rather than product-specific validation.

Getting Started Without Getting Overwhelmed

The most common mistake organisations make with ISO 42001 is treating it as a documentation exercise. The standard requires evidence of an operating management system — not just policies on paper.

A practical starting point is a gap assessment against the standard's requirements, mapped to your existing governance structures. Most organisations already have elements of what ISO 42001 requires: risk registers, vendor management processes, data governance frameworks. The work is often about connecting these existing elements into a coherent AI management system rather than building from scratch.

From there, a phased approach, establishing the management system first and then progressively maturing it toward certification readiness, is more sustainable than attempting to achieve certification in a single sprint.

The organisations that will navigate 2026's regulatory environment most effectively are those treating ISO 42001 not as a compliance checkbox but as a genuine operating framework for responsible AI. The standard rewards exactly that approach.
